User can't save/preview the topic after editing

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to L&A

2. Under Topics tab try editing topic

3. Click on save - Error appears

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use this topic to full extent.
