"Unable to create user" When Attempting to Create a User via Primavera Cloud Administration.

When attempting to create a user via Primavera Cloud Administration, the following error is visible:
Unable to create user.
The issue can be reproduced at will with the following steps:
1. Access Primavera Cloud Administrator
2. Attempt to create a user.
3. Observe reported error in the "Status" column.
The issue has the following business impact:
Due to this issue, the user cannot be created.
