Curl Command for HDL invoke is giving error

Goal

Using CURL Command to run HDL import.  The same is failing with the error: 

Curl : (1) Unsupported Protocol : https

-:1: parser error : Document is empty.

:-1: parser error : Start tag expected, '<' not found
