Error "System could not process your request" When Opening SOV Sheet And Purchase Order Record and java.lang.NullPointerException Written to Log File (Doc ID 2184960.1)

Symptoms

On Unifier : Reported on version 9.9.14.0

When attempting to open a Base Commit type Cost record an/or its corresponding Schedule of Values (SOV) Sheet, the following error occurs.

ERROR
-----------------------
"The System could not process your request. Logging in again may help in some cases.
Contact your System Administrator if you are still having problems."

The following is found to be written to the Unifier log file:
.../sov/view/processing throws an exception at file:///sov/action.xml:320:
file:///sov/action.xml:320: java.lang.NullPointerException

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login
2. Navigate to Project: (per instruction)
3. Expand Logs - Purchase Order
4. Once Opened, Click SOV, the above error will appear.
