Change User Password Lock Icon is Greyed Out for P6 Cloud Administrator

Information in this document applies to any platform.
The Change Password lock icon is greyed out in the Administer > User Access view for the P6 Administrator
All icons to be visible and clickable to the P6 Administrator
The issue can be reproduced at will with the following steps:
1. Login as P6 Administrator
2. Go to Administer > User Access
3. See greyed out lock icon for Change Password
Due to this issue, admin users cannot change other users' passwords.
