Unable to delete mixt usage parties via import

We are trying to delete the Account/Contact object data and its child entities but we are seeing errors during import.
You cannot delete this party because a party with the given party usage cannot be deleted. Details: You can only delete parties that either have an unconditional party usage or have the following party usages: SALES_ACCOUNT, CUSTOMER_CONTACT, ORG_CONTACT, SALES_CONTACT, GROUP_MEMBER, GROUP_CONTACT, and RELATED_PERSON. A party usage is considered unconditional if the attribute UNCOND_ASSIGN_FLAG is set to Y in the HZ_PARTY_USAGES_B table, and the value of the attribute PARTY_USAGE_CODE is not INACTIVE_PARTNER.
The issue has the following business impact:
Due to this issue, users cannot delete records via import.
