Why does the Error 'The Department For The Reported Assignment Is Not Set Up As A Project Expenditure Organiz occur (Doc ID 2187421.1)

This error occurs when creating timecards in the first week of employee's employment (1/08 – 7/08). Timecards entered in subsequent weeks go in ok.

can you advise why this error - 'The department for the reported assignment is not set up as a project expenditure organization' is happening?
