Goal

In comp plan, the "budget distribution amount" and budget distribution percentage columns are write protected. The "Budget Access Level" shows that "Updates allowed"

Client not able to update budgets(write protected) even in the DEV environment. This seems to be a patch issue which is consistent across all environments

The "Budget Access Level" shows that "Updates allowed" and client should be able to enter "budget distribution amount".
