Emergency Contact option needs to be defaulted to Yes on Add Contacts (Doc ID 2187567.1)

Goal

Person Management --> Contacts --> Add Contact

There is a drop down for Emergency Contact. As per client requirement the default value needs to be set to Yes. Currently it is set to No.
