Symptoms

 While running create cost accounting distributions, the costing for a  (sales order, misc) issue transaction, the following message is seen and the transaction is not costed:

The error is as follows:

ERROR

Issue transaction was put on hold to avoid generating negative inventory.

Error Code in CST_CP_ERRORS table for the transaction : CST_QTYFL_NEVER_PENDING


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

 
 1) Perform sales order shipping or misc issue transaction in Inventory
 2) Run Transfer Transactions from Inventory to Costing
 2) Run Transfer Costs to Cost Management
 3) Run Create Cost Accounting Distributions, Process ends in Warning, output shows the error message .
