'HTTP 400 Error - Webpage Cannot Be Found' Navigating to Team Member SSO Login Page (Oracle Access Manager)

When attempting to navigate to team member in IE (Internet Explorer), the following error occurs.
The issue can be reproduced at will with the following steps:
1. Browse to the Team Member URL
2. See error
Due to this issue, users cannot access the Team Member login page.
