Disabling EE Account In Webcare Does Not Return 'doNotCall' Cookie

Disabling EE Account In Webcare Does Not Return 'doNotCall' Cookie

When Support disables the EE account in Webcare, a tagged page containing the disabled EEID/UOID will be returned rules, and the 'doNotCall' cookie is not created.

A tagged page using a disabled EE account will be returned the 'doNotCall' cookie --- no rules will be returned.

The issue can be reproduced at will with the following steps:
1. go to https://webcare.estara.com
2. disable an EE account in the Account Administration page
3. load a tagged page using a disabled EEID/UOID

The issue has the following business impact:
Due to this issue, disabled accounts are returned rules.
