ACTUAL BEHAVIOR

EE: Chat Invitation And On-Demand Invitation Rule Conditions Not Evaluating As Expected

Chat Invitation and On-Demand Invitation Rule Conditions not evaluating as expected, where Invitation Operator is set to either 'NOT Offered/Accepted/Declined'.
Also, affecting RNOW SPAC and SCCL widgets.

EXPECTED BEHAVIOR

Rule condition 'NOT Offered/Accepted/Declined' is evaluated correctly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Log into webcare and access EE;
2) Create a new Rule (R1) with On Demand: Invitation condition;
3) Set Invitation Type to Chat;
4) Set Invitation Name to a Chat Link, e.g. CL1;
5) Set Invitation Operator to Not Offered (or Not Accepted);
6) Set True Action to display an alert, like "True";
7) Set False Action to display an alert, like "False";
8) Create another Rule (R2) to display Chat Link, CL1;
9) Assign R1 and R2 to a Site (S1), and publish S1;
10) Load test page corresponding to S1;
Load test page for the first time. The Chat Invite is not initially offered.

EXPECTED: R1 SHOULD evaluate to true (Invite NOT OFFERED);
ACTUAL: R1 evaluates to false.

11) Invite is then offered;
12) Reload test page corresponding to S1;
The Chat Invite is offered.

EXPECTED: R1 SHOULD evaluate to false (Invite is OFFERED);
ACTUAL: R1 evaluates to true.
