On : NA version, Rules Engine

ACTUAL BEHAVIOR
---------------
Invitation Operator 'Not Offered/Accepted/Declined' and Frequency Operator = "*Equal to" Fails

If either an `On Demand:Invitation' or `On Demand:Chat Invitation' condition has the following:
  Invitation Operator = `Not Offered' or 'Not Accepted' or 'Not Declined'
  Within a Specified Timeframe = `x minutes'
  Frequency = `Equal to' & value = x

ONLY when specifying Frequency = `Equal to' & a value = 'x', the condition behaves as if the Invitation Operator specified was 'Offered/Accepted/Declined' rather than `Not Offered/Accepted/Declined'. Once, the `Offered/Accepted/Declined' count reaches 'x', the rule is fired.

EXPECTED BEHAVIOR

The rule fires every time the 'Offered/Accepted/Declined' count not = 'x' (frequency).

Due to this issue, end-users are offered an invitation when rules are configured not to show invites.
