R11 ISSUE: App Composer Scripting Pallet (now called "function pallet") doesn't display when clicked

When you navigate to Application Composer and create a groovy script you want the scripting object palette to be shown at all times as enabled as is the standard behavior. But for you the palette shows up as read only and you cannot select the fields for the associated objects.

The standard behavior is the Palette is always visible and enabled

The issue can be reproduced at will with the following steps:
1. Navigate to Application Composer
2. Select the Sales Application and Opportunity object
3. Navigate to Server Scripts and create a trigger
4. The Object Palette does not show as enabled
