Float Is Displayed with Incorrect Decimal Separator

Symptoms
Values for float fields are not displayed properly:
- metric representation: should have comma (,) as decimal separator.
- imperial representation: should have period (.) as decimal separator.
Instead, all floats are either displayed with comma for some users or with period for other users.
