On Oracle Fusion, 11.1.11.1.0 version, Trying to run Geography reference ends with error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. On Navigator
2. Go to Setup and Maintenance
3. Query by Task: Run Maintain Geography Name Referencing task.
4. Enter parameters as,
  Location Table Name: PER_ADDRESSES_F
  Run Type: ALL
  Usage Code: TAX
  Country Code: UK
  -->>> All other parameters can be left as Blank.
5. Review the output and observed the error described appears
