Symptoms

  Customer load a batch of users into fusion application through HDL, run needed processes, but some users are not created in OIM. and following error is displayed in Manage User page:

null,Unknown Failure in IDM System during Add User Request. Contact your System Administrator.




Steps to reproduce:

1. load a batch of users by HDL
2. run needed processes
some users are not created in OIM
