Error: 'Failed Saving EPS/Project Data.' When Creating a New EPS Level.

When attempting to add EPS levels, the following error occurs:


Failed saving EPS/Project Data.

The issue can be reproduced at will with the following steps:
1. Log into P6 Web.
2. Select Project then EPS View.
3. Select add EPS icon

The issue has the following business impact:
Due to this issue, users cannot create EPS levels.
