Benefits Program Export/Import migrates rates but there is no element mapping

We recently copied a benefit program with over 1,000 rates associated from one environment to the other using the Benefits Configuration Copy functionality. In the new environment, all elements were configured prior to this migration, but the rates have been created without allowing us to map the elements, so this requires us to manually associate all elements when moving to a new environment, which is a major effort.

Example: if the element names are exactly the same, the element is picked up. If the element name changes from one environment to another, that's not presented in the mapping section of the import.

How can you load rates with the correct mapping to the appropriate elements to avoid manual intervention?
