Fusion CST: Error In Costing Distribution Process After Define New Resource and New Rate (Doc ID 2190305.1)

1. User have published a Costing Scenario 'CS1' with a resource 'operator1' defined in resource plan 'RP1'
2. After some time user define a new resource 'operator2' and added the resource rate to the same Resource plan  'RP1'and then re-published the same costing Scenario 'CS1' again.
3. User now running the Cost distribution process and getting the following errors:
Cost processor...................7..Error........The resource transaction could not be processed because the estimated resource rate is missing.
Cost processor...................3..Error........The work order close transaction could not be processed because there are unprocessed transactions on this work order.
4. To Resolve the above error, user had to create a new costing scenario 'CS2' and included the updated Resource plan 'RP1' which now have the 'operator2' resource rate .

Is that required to create a new costing scenario every time user define a new resource with a resource rate that added to existing Resource Plan?
