Symptoms

Requesting a screening request returns an error: "This service request can not be processed" 

Internal Taleo logs show that there was a SSLHandshakeException

 

Changes

 A Passport Partner recently upgraded the TLS (Transport Layer Security) version used by their system, which is used for HTTPS. As part of this activity the partner had also decommissioned an earlier TLS version.
