Unable To Incomplete AR Transaction Due To Error "enter A Unique Transaction Number"

On Oracle Fusion, version, On transactions Screen, after trying to incomplete a transaction, an error appears:

This transaction number already exists. Enter a Unique Transaction Number

Expecting to be able to incomplete a transaction

The issue can be reproduced at will with the following steps:
1. On Navigator
2. Go to Receivables > Billing
3. Query a transaction
4. Updating the existing invoice,
5. Deleting the invoice and re-uploading it with the corrected information using same transaction number
4. Try to incomplete the transaction and observed the error described appears
