Timesheet 'As Of Date' Allows Date Prior to Project Start Date in Instantis EnterpriseTrack (Doc ID 2192122.1)

Symptoms

When attempting to enter the 'As Of Date' in a resource's timesheet, earlier than the project start date, and then deleting the date completely, allows dates to be entered that fall before the project start.
After the incorrect date is entered, each time its edited, the dates moves backwards by a month.

The issue can be reproduced at will with the following steps:
1. Log in as (resource)
2. Navigate to Timesheets
3. Click 'Edit' link
4. Under (project) > there is one activity. To the right, notice the 'Estimated Time to Complete' has an entry.
5. In the same row, in the 'As Of Date' column, click the calendar icon
6. Select September 9, 2016. Receive message ¿For this activity entered date for field As Of Date should be greater than Project Start Date (12/Sep/2016.)
7. Hit OK button. Save and Close.
8. Click View. Notice the date has changed to 12/Sep/2016.
9. Click Edit. In the same row, in the 'As Of Date' column, click the calendar icon and select August 25. Receive message For this activity entered date for field As Of Date should be greater than Project Start Date (12/Sep/2016.). Hit OK button.
10. Click in the space next to the calendar icons and remove the date so the space is empty (no date). Click Save and Close.
11. Click View. Notice the date has changed to 25/Aug/2016. Date should not be allowed according to message.
12. Click Edit
13. In the same row, in the 'As Of Date' column, click the calendar icon and select July 25. Receive message ¿For this activity entered date for field As Of Date should be greater than Project Start Date (12/Sep/2016.)
14. Hit OK button. Save and Close. Receive message for this activity entered date for field 'As Of Date' should be greater than Project Start Date (12/Sep/2016.)
15. Click OK
16. Click Save
17. Click Save and Close
18. Click View. Notice the date has changed to 25/July/2016. Date should not be allowed according to message. If user continues to try to change the date, the date will continue to migrate to the earlier month.
