Organization List When Adding Team Member To Lead

Information in this document applies to any platform.
When user clicks on Organization, to filter team members by their organization, they can only see a few of them listed.
But when they start typing the name of a desired organization then they are able to see those organizations.
Can we choose the organizations to appear on that list?
The organizations on that list are selected based in some kind of attributes, like the user that is logged in?
