On : version, Webservice

When attempting to invoke the WSDL

https://[environment name]:443/external-contractmanagement-contractsCoreTransactionContracts/ContractService?WSDL

to MergeContractInAllStatus operation,

the following error occurs.

The value of the attribute Bill-to Site is not valid.

The issue can be reproduced at will with the following steps:
1. Invoke the WSDL mentioned
2. Use MergeContractInAllStatus operation
5. When the payload is changed to to include the attribute BillToSiteUseId it works fine.

The issue has the following business impact:
Due to this issue, you are unable to run the insert of bill plan and revenue plan
