Report using "Sales - CRM Historical Forecasting" Subject Area Does Not Pull Facts For All Territory Levels (Doc ID 2193460.1)

ACTUAL BEHAVIOR

Sales - CRM Historical Forecasting Subject Area

Customer is creating a report that shows forecast details by Territory

The Report contains Attributes from Territory Hierarchy and relevant Facts.

When they add the Territory Name from Territory Hierarchy that works, but it isn't displaying all territories on all levels.
Example:
If they add Level 16, it displays all level 16 Territories, but if they add level 15 it limits the data returned on the Facts for level 16 to only those that have a level 15 as well.
If they add Level 16 and Level 15, it displays all level 16 Territories and level 15 Territories, but if they add level 14 it limits the data returned to only those that have a level 14 as well.

EXPECTED BEHAVIOR

Should be allowed to display Territory Level 16 even if there is no Level 15 associated with that Territory.

STEPS

The issue can be reproduced at will with the following steps:
1. Create a BI Report using "Sales - CRM Historical Forecasting" Subject Area
2. Pull-in the Level 16 Territory Name, Level 15 Territory Name, Level 14 Territory Name attributes from Territory Hierarchy dimension.
Pull-in relevant Facts like "Sales Forecast Aggregate Facts"."Expected Forecast"

Observe that the Report limits the data returned for level 16 to only those that have a level 15 as well
