Unable To Update Lead With Same Product Information In File

When attempting to update leads,
the following error occurs.

The value of the attribute PRIMARY_FLAG is not valid

The issue can be reproduced at will with the following steps:
1. Create a lead data import file
2. Create corresponding mapping file
3. Run data import job

The issue has the following business impact:
Due to this issue, users cannot update leads.
