Symptoms

Order Status is incorrect for Shipped Orders.

Sales order line is shipped, the shipment status shows shipped/interfaced in shipping execution, Fulfillment Line status is Awaiting Shipping, Status should be Awaiting Billing

An Error has been reported:

A cross-referenced value was not found for attribute CARRIER_ID in source system OPS.

The issue can be reproduced by executing the following steps:
  1. Create order
  2. Pick and Ship confirm the order
