How to Import Relationships For Accounts (Doc ID 2195257.1)

When attempting to import account along with another related account.
the following error occurs.

An error occurred during the data import. Details: This error occurred while importing data: For input string: "3E+14"(Relatioinship_ObjectId).

The issue can be reproduced at will with the following steps:
1. Log into Fusion Applications
2. Manage File Import Activities
3. Run a new Import
4. Import activity identifier: 300000001592111
5. Status: Completed with errors
