Symptoms

Primavera P6 Enterprise Project Portfolio Management / Patching Utility (runInstaller.cmd) is failing with Error:

ERROR

Failed Retrieving Application Information From Weblogic Server: Not able to connect to Admin Server

Error in Oracle Inventory log:

Info> This Exception occurred at Thu Oct 20 20:08:18 EDT 2016.
javax.naming.CommunicationException: t3s://localhost:7001: Destination 0:0:0:0:0:0:0:1, 7001 unreachable; nested exception is:
java.io.IOException: Connection closed, EOF detected; No available router to destination [Root exception is java.net.ConnectException: t3s://localhost:7001: Destination 0:0:0:0:0:0:0:1, 7001 unreachable; nested exception is:

Error while connecting to Admin Server - t3s://localhost:7001

STEPS

The issue can be reproduced at will with the following steps:
1.  Double click on runInstaller.cmd
2.  During the progress of installation, observe the reported error.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot upgrade P6 EPPM.
