Error "Falied Retrieving Application Information From Weblogic Server: Not able to connect to Admin Server" When Using runInstaller.cmd to Run the PatchUtility (Doc ID 2195648.1)

Symptoms

The P6 EPPM Patch Utility (runInstaller.cmd) fails with the following error:

Failed Retrieving Application Information From Weblogic Server: Not able to connect to Admin Server

The following error is also shown in the Oracle Inventory log:

Info> This Exception occurred at <$Timestamp>
javax.naming.CommunicationException: t3s://localhost:7001: Destination 0:0:0:0:0:0:0:1, 7001 unreachable; nested exception is:
java.io.IOException: Connection closed, EOF detected; No available router to destination [Root exception is java.net.ConnectException: t3s://localhost:7001: Destination 0:0:0:0:0:0:0:1, 7001 unreachable; nested exception is:
java.io.IOException: Connection closed, EOF detected; No available router to destination]
Error while connecting to Admin Server - t3s://localhost:7001
java.lang.Exception: PU1201

The issue can be reproduced at will with the following steps:
1.  Double click on runInstaller.cmd.
2.  During the progress of installation, observe the reported error.
