Start Workforce Compensation Process - From which table the Manager filter picks up the Values?

Start Workforce Compensation for one of the Manager Hierarchy based on User Defined Table.
User trying to Start the workforce Compensation Plan for one of the manager hierarchy filter, but the Plan is not getting processed.
When manager is selected as filter criteria in the population, start process should pick up the managers and plan should populate to them.
Issue can be reproduced at will with the following steps:
Navigator - Compensation - Workforce Compensation - Run Batch Process - Start Workforce Compensation Cycle -In the Population Filter select Manager Hierarchy and select one Manager - Run the process -
Result - Plan was not processed for the manager.
