RESET Balances For Fiscal Year

RESET Balances not happening as expected
We are facing issues with RESET balances each year.
We have reset balances = YES in manage parameters. It is expected that the system should reset the balances at the beginning of "FISCAL YEAR" . But we notice that system is resetting balances in January- i.e. calendar year.
