Goal Management: Issue with approval

Employee added a goal and submitted for approval. Later the employee received a notification: "Your Changes to One or More Goals Were Rejected Because of an Error During the Approval Process. Contact Your HR Specialist."

Expect that the Goal should be approved

1. Login as Employee
2. Add a Goal and Submit for Approval
3. Receive a notification that the changes were rejected due to error during approval
