Why do my users' requisitions created from templates go to Open status instead of Waiting for Approval? (Doc ID 2196429.1)

On : NA version, Requisitions

ACTUAL BEHAVIOR
---------------
When a hiring manager or other user role creates a requisition from the job library, that requisition is created in Open status instead of Waiting for Approval

EXPECTED BEHAVIOR
-----------------------
When a hiring manager or other user roles creates a requisition from the job library, it should go to Waiting for Approval

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

-Log in as any hiring manager (or other role experiencing this issue).

-Hover over Requisition, then click Job Library.

-Click on any Requisition Template.

-Click Create Requisition.

-Fill out any required information and click Save.

-Find the requisition, and you see that it's in Open, not Waiting for Approval.
