When attempting to add the performance template existing review periods getting the error

The template document period of same from and to date already exist.Template document period must have unique from and to dates.

The issue can be reproduced at will with the following steps:
1. Login as HR
2. Navigator> Performance> go to task
3. Manage performance template> Document period tab
