Sync Error FC0020 on findPerson Method

A sync error was occurring after an end user tried to sync favorite contacts. After uninstalling and reinstalling the Outlook plug-in, the sync continued failing with error FC0020.
The logs show an error with method findPerson:
'An error occurred in the synchronization service when the method findPerson was called from the base service person.'
