Object Workflow is fired multiple times on opportunity update

Created a Workflow for opportunity Create/update.
one actions specified
1) Send outbound message to a SOA composite.

On opportunity create/update,three invocation of SOA process happens.


Expecting only one outbound message for a particular opportunity create/update.

The issue can be reproduced at will with the following steps:
1. Create an object workflow on opportunity object
2. Configure an outbound message to SOA composite when a record is created or updated.
3. Create a new record or update an existing record based on event selected on step 2.
4. Two duplicate outbound messages are delivered to SOA composite queue.

The issue has the following business impact:
Due to this issue, users are seeing duplicate entries in the SOA composite affecting integration.
