Unable to Update OIM User Login For User Record

While updating the user name from FIRST.LAST1@MAIL.COM to FIRST.LAST@MAIL.COM, receives below error.


Unable to modify because user already exists

The issue can be reproduced at will with the following steps:
1. Search for user record in OIM with User Login value: FIRST.LAST1@MAIL.COM 
2. Change value to: FIRST.LAST@MAIL.COM
3. Receive error above
