Competency Rating Not Showing On The Skills And Qualification Page (Doc ID 2197657.1)

Competency rating (using custom rating model) is not showing up on Skills and Qualification page unless we click "Edit" button.

Steps to duplicate:

1) Log in to the system as John.Manager
2) go to Team Talent and open John Employee's Profile - Skills and Qualification page
3) go to Edit and you will see the employees have a ECM rating (custom rating) of "Usually" for competency "All Employees Building Trust"
4) However, if you go back to the main page of the Skills and Qualification page, it is showing the competency name, but it does not show the rating (unless you click Edit button).
