Enhancement request for displaying a user-friendly message in the notifications across the procurement based on the reason for the rejection or error.

When the requisition is rejected for example for having a zero dollar amount (based on the rule), the notification that the user gets is not enough user-friendly to convey the cause of failure.

There can be multiple reasons for the failures based on the rules that are setup, such as:
1. Reject the requisition when the header value is zero
2. A dependent DFF does not have a desired value.
3. User did not choose a suggested buyer based on a specific smart form selection.
