16.4 B1G1 Promotion Price Field Utilization

The B1G1 promotion seems to be leveraging the regular price to determine which is the "lower priced" item to give the discount. It should use sale price, as that is the new, set price for the product.
For example: Customer has a B1G1 50% off promotion. The least expensive item is the item to be discounted. I put two items into my cart. Product A has a reg price of $22, with a sale price of $10. Product B has a reg price of $14, and is not on sale.
In the above example, Cart total is expected to purchase product B at full price and receive the 50% discount on product A, with a subtotal of $19. However, the actual behavior present in 16.4 seems to believe that product A has a higher price, and thus, I purchase product A at $10, get product B 50% off, thus giving me a subtotal of just $17.
