Unable To Import Contracts (Doc ID 2198276.1)

Symptoms

Customer is trying to import contracts in the application through file import csv.
They get the following errors:

Contract Header - The bill-to account is not valid for any of the contract parties.

Contract Line - No error message

Bill Plan - The value of the attribute BillToContactId is not valid, The value of the attribute BillToCustAcctId is not valid.

Associated Projects - The attributes 2510161 and 2510161 are invalid.
