Cannot Edit Pending Workers Data in Approvals

When a business user tries to Edit Transaction in an Approval Notification for a Pending Worker (prior to click "Convert to Employee") they receive an error message (attached) and they have to approve based only on the data displayed in the notification (as it will not open the record). They currently have to approve the Pending Worker as is, and then make any changes necessary during the Convert to Employee process.

"New work relationship cannot be added to this person as the person is still a pending worker."

The issue can be reproduced at will with the following steps:
1. Edit Transaction in approval for a pending worker
2. Receive an error

The issue has the following business impact:
Due to this issue, they cannot edit transaction.
