Symptoms

On Oracle Documents Cloud Service, the user is attempting to create a new instance in an environment where multiple services are available (not all are active), the instance creation process fails with an error: 

"Error assigning role for user  . . . Retry the operation and if the problem persists, then contact Oracle Support."
