Symptoms

Import Participants only loaded 79 employees but there are over 21,000 employees.


STEPS
1. Import Employees using HCM FBL loader.
2. Create participants using Import Participant process
    Navigator > Participant Assignment > Import Participants
    Parameters :
            Run For = Staging and Oracle Incentive Compensation Participant Import
            Business Unit = MyBusinessUnit
            Party Usage = HR Employee
            Participant Type = Participant
