Refresh process doesn't evaluate the updated eligibility profile

When we add another Legal Employer to our eligibility profile and then refresh the ongoing compensation plan cycle, its not reevaluating the eligibility based on the updated eligibility criteria:

When we open our Merit cycle later in November, we've a plan to add few Legal Employers later. So, it requiring to blackout and then restart the cycle doesn't help us proceed.
