Import jobs execute with 'Unsuccessful' status. Executed couple of import which have either executed with 'Unsuccessful' status or are still in progress.

Jobs should complete successfully

The issue can be reproduced at will with the following steps:
1. Login to OSC
2. Navigate to File Import Activities
3. Submit a new job
4. It errors out.

The issue has the following business impact:
Due to this issue, users cannot submit new jobs
