Scheduled Time of ESS Jobs is Changing after Submission (Doc ID 2199314.1)

The ESS process scheduled time changes and users do not  know why.  There should be a way to let users know why the scheduled time for a process changed.

The issue can be reproduced at will with the following steps:



There is a new functionality introduced by the ESS development team to automatically resubmits failed jobs five times.
