Fusion Global Payroll: "Payment Amount Type" Field is not Available on Manage Personal Payment Methods

While trying to add a Personal Payment Method (PPM) manually to any employee through the user interface (UI), when clicking on Add, can only see s few fields like Name of the Payment Method and type of the payment method etc.
"Payment Amount Type" field is not available on the UI.
While trying to load Personal Payment Methods through Payroll Batch Loader (PBL), "Payment Amount Type" field is available and able to add amount or percentage values to the same.
If there are no Personal Payment Methods to the employee and trying to add one directly through the UI, "Payment Amount Type" field is not available.
But, if the user already has a Personal Payment Method loaded through PBL previously, and now trying to add one more using UI, then able to see "Payment Amount Type" field on the UI.
Through customization page,it appears that this field was disabled as a part of functionality. Would like to know the reason behind why this field has been disabled to be entered via UI ?
